Carmen “Mely” Torres is Chief Visionary Officer and Founder of On Point Strategy, LLC.  She an experienced manager with over 25 years’ experience working with the federal government and grants.  She has been responsible for preparing briefings and conducting presentations for Top-Level Management and Stakeholders for both the client and/or contracting agent.
 
The broad scope of her responsibilities includes but is not limited to the monitoring and reviewing of daily operations, supervision towards successful implementation of the strategic and proposed plan(s), constant assessment of performance metrics, and the production and validation of financial reports. In addition, she is accountable for meeting and/or exceeding the established ‘scope of work’ defined in the contractual agreements and producing timely and duly monitoring project status reports. She is entrusted to establish work priorities and performing necessary adjustments to improve and ensure that contractual goal and/or deliverables are achieved.

Carmen has been directly involved with performing fiscal analyses at government agencies identifying unclaimed account balances and incentive funds balances that have benefitted these agencies by 80 plus millions of dollars and bringing over 100M in new federal funds to local government agencies, non-profits and private companies.
 

L. Joel Sepúlveda, MBA, PM - Manager

L. Joel Sepúlveda is a Project Manager and Grants Management Specialist. He has developed an expertise in FEMA Public Assistance Program and the process that the agency has established in Puerto Rico after Hurricanes Maria and Irma.  Mr. Sepúlveda assisted the Governors Authorized Representative (GAR) office and COR3 leadership in an array of tasks that include, yet are not limited to, the development of status reports of all Public Assistance related funding after Hurricanes Irma and Maria, reviewing of projects to guarantee compliance with pertinent laws, regulations and policies stipulated by FEMA. He played a lead role training applicant on the use and functions of the Government of Puerto Rico Grants Management Software Tempest (GEMS) and FEMA Public Assistance Program Regulations and process. In other tasks, he assisted the GAR Chief Financial Officer on the development of the 270 form, used by FEMA to drawdown the funds and make the payments to the applicants.

Mr. Sepúlveda Rivera conducted meetings with applicants to document their significant disaster related damages and needs. Collaborated with other officials to prepare and analyze damage descriptions and scope of works following disasters or emergencies. Reviewed and analyzed FEMA developed Project Worksheets to verify that all the costs incurred by the applicant were included in the Project. Provided Technical Assistance to applicants on FEMA Public Assistance regulations and process for the generation of additional funding. Research federal, state, and local regulations affecting emergency plans and ensure that plans adhere to these regulations.

In addition, his past performances have helped him gain knowledge in different Federal Programs, including but not limited to Head Start, Child Care, Child Support Enforcement, Unemployment Insurance, Protection and advocacy system’s programs, Food nutrition programs, and others. For these programs, Mr. Sepúlveda has provided guidance to entities across the grants management lifecycle (Pre-award, award, Post-award, and closeout). Some of the guidance include providing training and technical assistance to clients’ leadership, and programmatic and fiscal staff on how to properly administer the funds. As part of our team, he has developed Standard operating procedures, State plans, federal programmatic and fiscal reports, procurement manuals, and procedures. Joel has the knowledge and experience of developing a procurement process that will ensure compliance with the federal regulations including the 2 CFR 200 (uniform guidance).
